How Affordable is Healthy Diet Across Africa?

How much of income do Africans need to spend on a healthy diet?

This analysis compares the FAO's cost of a healthy diet against World Bank GNI per capita data for all 49/54 African countries.


In Seychelles, a healthy diet costs 5.5% of average income. Easily affordable with money left for education, savings, and growth.


In Burundi, that same healthy diet costs 195% of average income. Mathematically impossible. Even if you spent every dollar earned, you'd still fall short.

Critical Findings:

  • 18 countries (34%): Diet costs >50% of GNI = SEVERE CONSTRAINT

  • Only 8 countries (15%): Diet costs <15% of GNI = DEVELOPED COUNTRY STANDARD

What is the Cost of a Healthy Diet Indicator?

The Cost of a Healthy Diet (CoHD) is a rigorous, globally standardized metric developed by the Food and Agriculture Organization (FAO) in collaboration with the World Bank and Tufts University. It represents the minimum daily cost for one person to access a diet that meets all nutritional requirements using locally available foods.


What's included: Six essential food groups: starchy staples (cereals, roots), vegetables, fruits, protein sources (legumes, meat, fish, eggs), dairy products, and oils.


How it's calculated: FAO uses actual retail prices from local markets across 170+ countries. Computer algorithms identify the cheapest combination of locally available foods that meets: (1) daily calorie requirements, (2) all essential nutrients (vitamins, minerals, protein), and (3) each country's Food-Based Dietary Guidelines. The result is PPP-adjusted for international comparison.


What's excluded: Processed foods, restaurant meals, imported specialty items, premium/organic products, snacks, beverages beyond basic needs.


Important Limitations of Data Used in our Analysis

  1. GNI = Average, Not Median

    • High inequality in Africa means most earn below average

    • True affordability likely 1.5-2x worse for median household

  2. National Averages Hide Urban/Rural Divide

    • Urban areas: Higher income, higher food costs

    • Rural areas: Lower income, may produce own food

  3. Different Years

    • GNI: 2021-2024 (most recent available per country)

    • Diet cost: 2024 (all countries)

  4. Missing Data

    • 5 countries lack complete data: Cabo Verde, Eritrea, Libya, South Sudan, Zimbabwe

  5. GNI instead of Minimum Wage

    1. Problems with Minimum Wage Data:

      1. Many countries have NO statutory minimum wage (Rwanda, Burundi, DRC, Ethiopia)

      2. Often outdated or not enforced

      3. Extreme variability in sectors and years

    2. Benefits of GNI Per Capita:

      1. Available for 49/54 countries

      2. Internationally comparable

      3. Reflects actual economic capacity

      4. More realistic picture of affordability

      5. Better for policy analysis
